Abstract

Social service is an integral part of social protection of the sick, the handicapped, the senior, etc. It relates to many categories of citizens who need governmental help. Providing this support acts as a guarantee for observance of social, human, freedom and civil rights. The social service system is organized in such a way that enables to provide help for everyone who needs it. Only in this case it meets the interests of the society.

Introduction

The development of contemporary society is inevitably accompanied with the appearance and aggravation of many social problems. Such issues as population ageing and increasing prevalence of non-infectious diseases which are mostly of genetic origin (especially cardiovascular and metabolic disorders are particularly urgent in Russia. Health disorders among children are frequent in Russia nowadays. The material prosperity level of the population is not that high and due to this fact the pathological prevalence of the population is increasing (especially when getting older) the high disability and death rates are remaining stable (to some extent due to cardiovascular and metabolic disorders).
